I really tried to figure out what this quote meant, but I failed. Is it written by a native speaker of English? Wombs aren’t sanctuaries, sanctified or whatever, and there are literally thousands of different kinds of limits on violence (everywhere) including laws, cultural taboos, traditions, and systems of ethics. They don’t always work, but they DO exist. The quote is nonsense.
