Montana’s House of Representatives voted 54-46 to endorse a proposed personhood amendment to the state’s Constitution. HB Bill 425 will need the support of 2/3 of the legislature before it can be placed on the 2016 ballot. Republican Rep. Matthew Monforton proposed the bill.
